It’s a case of the top tour rider having doubt cast over his “cleanness” and then absolute condemnation from all sides. Yes probably contaminated blood doping but honestly, read “Bad Blood” then tell me about the cleanness of the sport. They probably don’t use on the actual tour, anymore, but in order to be able to operate at that level needs something.
