I'd suggest controls, not a ban... "you want to buy fireworks... state when and where they will be used... using them outside that agreement is against the law". If you want some balance... "you want to buy/adopt a dog... state breed (or describe it) and where its main home will be... you won't be approved if in the past you have harmed dogs or caused harm to others with a dog". You can put some control into the situation to deal with "idiots" without banning or precluding everyone else.

We already have some of these controls (I used to hold explosives licenses). I don't immediately see any downside to having checks and balances if you want to own something which goes bang or goes woof. That's not banning anything, it's just excluding people who really aught to be excluded.

So, yes, have paid a behaviourist, but there were other priorities ahead of fireworks, she used to be reactive to people in camouflage/fatigues, lots of men, bikes, buses, many things would set her off.
She's now (through positive rewards) better with most of these things, however, if she sees someone with a cigarette, she's crossing the road/running away. She can't be in the same house as my mother-in-law (I swear this wasn't trained into her), my Mum on the other hand can do whatever and she's fine with it. She's vastly better than she was with new dogs, although she still has some she really doesn't like and she doesn't hide it. She also cost me a small fortune at the vets through various issues. Having had no input to her first 6 months some things are set in her head that are harder to retrain.
You must acknowledge then surely, that it's your dog which has the issues here. I did say this at the outset, I wasn't talking about animals with PTSD or other challenges. We can't just ban high-vis jackets or smoking so why are we singling out fireworks as a someone-else's-problem problem?
What you're describing is atypical. I can only sympathise and avoiding triggers in your case must be a nightmare (unless you really don't like your mother-in-law). What I'm objecting to is people who would then displace such difficulties onto everyone else. Your dog/cat/child/armadillo/etc, your problem.

Dog ownership is difficult, can be costly and we are far too free with allowing people to have pets they probably shouldn't. See also, the ability to be a 'breeder' - speaking as someone who knows of 2 friends who both got puppies from the same 'breeder', then had to spend a fortune giving them functional hips as the 2 dogs who been allowed to breed should not have been.
I don't want to stop people having fireworks for reference, but it'd be good if they were responsible with them, much the same as I should be required to be a responsible dog owner and there should be consequences for not being so.
Literally last night we had to turn round on a walk as she encountered a discarded lit cigarette butt on the road, we entered the field just past that and we could smell a bonfire, she turned and went the other way. While I may be able to try and coax her into smoky environments, it makes her highly uncomfortable and doing so doesn't seem like the right thing to do.
Labs? It's a huge problem hips wise. Responsible breeders jump through hoops to get it right.
Anyway... fireworks... sold only for the use declared when bought seems fine to me. Selling them to store or to use whenever however makes no sense at all, in terms of safety as much as nuisance.
Assuming found guilty, I would love to see that young woman ^^ sentenced to community service with the prime activity being mandated as 'putting out fires'. Preferably moorland ones on hot, windy days. Or machine gunning, if that were available. Absolute pillock.
