AFAIK there is none. For other requirement contact the US embassy or consulate. It's their country, they set the rules, which can vary from state to state in my experience.

Yes, it would be must kinder to drown it in a dustbin full of water before you leave.
I know a couple of people here who have recently shipped pets form the UK, I don't think they had any quarantine period.
