I can't seem to fine what I'm looking for.

Basically I have an m5 button head bolt that screws into the equivalent female Allen key bolt. It acts as a pivot for a balance bike handlebar.

I've googled female button Allen key bolt without much luck, anyone know the name for this type of bolt(nut?)

It might be another button head screw with a threaded sleeve screwed on. Even if it's not this would do the job and probably easier to find/make...

Flange bolt, just read that again. That's wrong.
Barrel nut.
