I can't read the article but NO ONE cycles at 5mph in Hyde park on the cycle lanes. I ride through there quite regularly "flat out" (cough) on the Boris Bike and picked my Cotic up from SoHo Bikes post service the other day and was flat out through the park on the cycle lanes and got overtaken by roadie types. What's the issue ?

There's at least three coppers in that video stopping people. Much as I don't like the 'haven't they got anything better to do' school of thought it does seem to apply here. As mentioned on twitter does the speed limit apply to joggers?
I would guess that has been a few complaints (or one complaint from somebody important) and they want to be seen to be doing something

Suggests that a 2010 amendment means that Royal park speed limits only apply to 'mechanically-propelled' vehicles, which apparently does not include bikes according to m'learned friends.

Pretty silly really, speeding on a bicycle is not a specific offence as there is no requirement for them to have speedometers.
The facilities [s]nazis[/s] people at my office installed a speed camera in the basement carpark to enforce a 5mph limit for cars. I got pulled up for doing 23mph on my bike.
They wanted to ban me from the car park until I pointed out that:
A)Bikes don't have speedometers so I've no way of knowing if I'm going 5mph or not
B) I wasn't using my pass to get in anyway as I was just hopping the curb between the car park barriers every morning so a ban might not work!
My understanding was that the changes to the Act relating to Royal Parks meant that cycles were included in the 20mph limit. I know quite a few people who've been stopped for exceeding that speed.
Obviously outside the Royal Parks, there's no restriction on what speed you can ride your bike at.
The Police have done themselves no favours with this really, have they?
a) Cycling at 5mph is actually very difficult so a 5mph limit is unjustifiably low - arguably it creates more danger, not less
b) I ride through Hyde Park regularly and I've never seen a sign - so clearly the limit's not well-enough advertised
c) I also run through there regularly - c 9mph - so it's a nonsense to suggest 5mph on a bike is a danger...
d) Enforcing 5mph will just lead to more riders on the main roads round the Park which are pretty dangerous - the traffic is very fast and aggressive around there.
e) There'd be less risk all round if they'd designed the cycle lanes away from the walking areas - they're all shared use spaces mainly used by tourists who're enjoying being in the park rather than looking out for cyclists - so time spent educating pedestrians would likely have a bigger impact on overall safety...
You do wonder just how cycling has increased so much in recent years given the sheer amount of insane resistance from so many quarters, including the Police... You can only imagine how many people would ride if it was perceived as socially acceptable and safe... and free from moronic harrassment like this
@mefty - correct I am not willing to pay for it, I could open it on my phone or tablet or home computer (so that's now 80 articles a month) but I got the general jist of it.
