Can they be beaten for price/waterproofness/hard wearing?

I went light weight as I rarely wear them, only if I get caught out. So can't offer much in the way of experience. 1
That said, my first two ports of call for outdoor kit are Alkpit and Montane as they are always good in my experience.
Madison had some lightweight ones on offer recently, I have found them excellent for the price. Unless it’s a really long day out or really hammering down they usually stay in my bag and normal hiking trousers (Brasher) with DWR coating do the job.

Light weight isn't a requirement. Is for pissing down peak district days where the clouds don't break

No.Â
I issue them as work uniform, mainly due to durability and the fact you can get them in so many sizes and leg lengths.
Unless you can find the Paclite or Proshell ones on sale, which are noticeably better in breathability and wearability. I find the Deluge work well to keep rain out, but they are warm.
We've 2 Deluge, 4x Paclite and 1x Proshell at home!

Had mine for years and they are great for all day wear, and being light ,you (almost) forget you have them on.

This is true! I don't wear waterproof trousers any way as much as jackets, so they last so long...
I've also been making conscious effort to wear my waterproof jackets less as well. I'm using cheap wind shells or Rab Vapour Rise with some Graingers sprayed on and they work really well until it's 'proper' rain.
Yeah I save my proper haglof goretex for when it's actually raining on a hill. Proper pushy weather. Everything else I either have a windproof/softshell or if it's low level then I have a plethora of work wear that copes well enough.
