I'm presuming that law enforcement might need time to gather, but that they will have significant re-enforcement shortly to push back somehow?

Has he? He's asked them to "remain peaceful"- a strange thing to say to an already violent crowd- and he's asked them to "support the capitol police and law enforcement". I can't see anywhere that he's asked them to stand down- he did definitely ask them to stand up in the first place, though.

I would suspect that is why the police presence wasn't heavier to begin with. At the moment it looks crazy but it's has also been contained in some ways. Out on the streets there would be way more people to fight.
