Exactly. Also, the President can't charge anyone or throw anyone in prison. The FBI and other law enforcement agencies have to investigate and charge the person with a crime (i.e. something that is specifically illegal), then there has to be a trial, then the judge or jury have to render a guilty verdict. The President plays no part in the process, beyond being allowed to report suspected crimes to the FBI, just as anyone else can do.

And then, just like Trump, look back at what he was doing in the days before, where he almost certainly had symptoms and yet was still carrying on- literally asking people to remove masks around him. That was bad enough when it was "Rudi tests positive today and look what he was doing this week" but now look at it again and it's "Rudi did all this shit when he absolutely should have already been in isolation"
