To the best of my recollection I don't remember receiving the letter

What would you understand from this statement?

The letter wasn't sent by registered post and you can't prove I received it...?

Possibilities:

1. They are very forgetful.
2. The letter was not in anyway important ( Reader's Digest Prize Draw ?).
3. They are lying. Badly.

Sounds like they don't remember remembering they received the letter. No denial that it was received.

Not a question that they need to go back and check then? Leading to...
3. They are lying. Badly.
