My mate was describing an issue he is having to me today. Let's call him Dave.
Dave knows a guy who owns a shop, let's call him shop 1. Shop 1 has employed somebody, lets call him Mr T, that Dave knows has stolen from a shop that Mr T previously worked in, shop 2. Dave also suspects that Mr T may have stolen from another shop, shop 3, that Mr T had also previously worked in.
Should Dave tell owner of shop 1?

IANAL however if not true, then not only would it "be harmful to the reputation" of the accused, but would also have a material impact on the accused's employment. Now whether someone who works in a shop is realistically empowered to take legal action against an accuser is a different manner. So perhaps it comes down to how confident is Dave in making accusations that could **** up someone's life, is it just gossip or does he really have first hand knowledge of the crime?
Tell them you suspect and have reason to suspect. don't say you know he is doing this
Suggest that Dave advises owner of Shop 1 into checking Mr T's references from Shops 2 & 3 sharpish.

I think the tip to suggest checking references is a good one.

Depends if you believe in forgiveness. Also, shop owners can't expect the cash to be there if they leave the safe open all day and employ people on the breadline.
I would tell your mate to just keep a very close eye on Mr.T!
Why not speak to Dave,tell him you’re aware of his past and your relationship with the current shop. And, if anything were to be awry, you’d feel obliged to mention Dave’s history to your mate. Maybe also mention your mate in the shop also has a history involving meat grinders, hammers nails and testicles.
Mr T is unlikely to be a flight risk at least

If all of this is actually genuine then I'd probably say something. But there appears to be an awful lot of rumour here.
My brother was telling me a very similar tale at the weekend. He, and others had been losing money, cigarettes and tools from their lockers. All this coincided with the employment of a new lad and the thefts only occurred on the new boy's shifts. Enquiries were made with friends who worked at his previous place and they confirmed that the lad was a thief, but without definite proof, nothing could be done. Roll on to a few weeks ago and the lad was caught on CCTV dipping into the cash in a driver's cabin while out on a breakdown. He was shown the door and no further action was taken as the company only had proof of the £15 he'd taken from the driver's cab.
Since then, the guy has been employed as a mechanic at a new place, but the guys at my brother's work went out of their way to inform his new workmates that he has sticky fingers, if only so they are prewarned.
