Cars are a prize draw so someone has to win, tickets are double the "fair/no-profit price" but thats not really a scam.
Lottery is something like 45% prize fund, 25% good causes, 17% tax, 9% costs, 4% profit

Aye, wait till he gets the Excess Baggage fee though.
Not to mention the bill for 12 months airport parking.
