It's an interesing idea tho. Should hand cycling/wheelchair racing not be open to all? After all any advantage an able bodied person might have from use of lower body would probably be cancelled out by the extra weight of muscly legs and the fact they aren't pushing a chair day in day out..
I don't expect this idea to be popular mind ๐
