A heating controller unit I have allows you to connect a 24-240v supply to it via a simple 2-terminal connector - all this does is trigger a something in the software (i.e. switch another output on or off) when a voltage is applied.

As it doesn't connect to anything that would consume electricity (i.e. a light, motor, etc) is it safe to assume that in reality applying 240v to this connection would only consume milliamps?

Or would it not actually use anything?

Not enough detail, do you have a circuit diagram?

No load, no current. Current will depend on the resistance of the load. For heating the likely max. current is going to be around 3A if it's switching a pump/boiler etc.
