To whom do you refer? The rifle-brandishing murderer? Arrest and trial would have been appropriate had he not been running through the House of Parliament with his gun having just killed a soldier across the road. There were people to actively protect in the situation, and S-a-A Vickers (along with the RCMP and others) protected them.

Something tells me, based on my experiences with family members who were in wars and other veterans I have met, that he wasn't particularly happy about being applauded for being "the man who gunned down" the attacker. Killing someone, even in defence, can take a terrible toll on even the most hardened of people. Hopefully people will leave the man in peace and quietly thank him for his duty in future.

How secure is the Canadian Parliament building? Its hard to think of anyone with an openly held rifle getting inside the UK Parliament with all the security around it - let alone the US Govt complex.

Until yesterday, it wasn't really secure at all. I hope that doesn't change, although the words of Justin Trudeau, Canada's Leader of the Opposition, seems to suggest that they won't do anything different.

@brakes: The soldier who got shot was guarding the War Memorial across the road from the House of Parliament. The rest is probably self-explanatory, but it depicts one of the commemorated soldiers descending the plinth to welcome another fallen comrade into their ranks.
