My understanding is that electricians should always provide a test certificate covering any new installation. Whether they self test or get someone else to do it depends on their level of certification. I also understand there are exceptions to this, which is where I wanted confirmation really.

In a new conservatory, if the electrical circuits are connected to the main house circuits using trip fuses, does that mean the test certification is not needed? And in which case, does the conservatory completion document need to reference it?

If it's a competently new circuit, then yes, it does need to be signed off. If it's an extention to an existing circuit and connected in via a fused spur, then no.
