Could someone explain what this actually means? I understand it's a reference to fixie riders, but I can't visualise it. Is your sister twelve years old and have My Little Pony patches on them? Or is she a bit chunky and they hang like a hangy thing??

It's because they're unfeasibly tight and often a good bit too short.
