I'm looking for some background music for an exercise class and id like to avoid any licence fee's

Can you not just buy a cd? Strange as it sounds, music doesn't grow on trees, it costs money to produce it

Vimeo has a royalty free search on its music library, to be legal you probably want the commercial license section. Is it legal to use a paid for Cd for public/commercial work?

Some allows commercial use, some doesn't.
IIRC if the composer of the music has been dead for over 150 years there is no licence to pay.

I don't think just buying a CD to use in a fitness class is enough is it? Don't you need a licence?
Creativecommons.org has a music search function. Or just put a drum machine in a washing machine and record it.
Pay up you cheapskate.
Where are you doing the exercise classes? Leisure centre? Gym? They probably already have a PRS or PPL licence.
But you still need to buy the music
Buying a cd doesn't give you the right to use it for a video.
