Wife wants a decent cam on her phone (kids etc..). She doesn't use any apps or any of her data allowance. 4.5" max
Recommend me something up to £150 please.

Sounds like she needs a digital camera and a Nokia 3310.

My last samsung galaxy s3 had a superb camera, prob around that price now as it's an older model. Current xperia z3 is better but a few weeks in and screen has a scratch that hazes over the photos

Someone was selling a Lumia 1020 on the classifieds for £150 recently. Phone cameras don't really come better than that.
