Search for a local Telecoms company that do cheap local area virtual numbers.
Used to work with KCOM Myriad Platform that was brilliant for that sort of thing. Find someone who resells that. Watch the call costs for the forwarding to the mobile as the more unscrupulous companies may sting you for high rates.
I used to use a BT call divert service for exactly this. It was £9 a year and you could activate and deactivate it by dialling a given number. I presume they still do it.
