i do plan on buying a small road atlas (for my road bike),but would like to have a map on pc also.

Errr, Google Maps! In your browser and on pretty much every smartphone made.
ah i should have added that i wanted to be able to use it offline as i have an internet monthly maximum limit 15gb.
The MotionX GPS app can pre-load huge areas of OpenStreetMap or OpenCycleMap.
Handy when you have no data allowance, poor signal, or when you are abroad.
15gb is plenty by the way. Can't see mapping hitting that particularly hard. Videos will be MUCH worse.
Google maps save maps offline for places your interested in.
Depending on your smartphone, there are AA road atlas apps available, and the Viewranger App has a basic road atlas as it's base map.
