I thought it stood for 'Raising And Giving'?

Its come to stand for that, but its quite an old tradition, older than witty T.L.A's. or polytechnics or education for anyone other than the ruling classes. 'Rag' sort of means to 'bother, pursuade, annoy' if you're a bit rah rah rah. You know, the sort of better bred students who have to have their top lip pierced so that they can see where they are going when they whistle. So Ragging is to pester or cajole people into giving money, think of it as edwardian chugging.
