Are there any good Manchester or national firms who print JPEGs please? Looking at A4 size and smaller.

Try Peak Imaging (Sheffield) - been using them for years and top quality. I recently had an offer from another lab who had good reviews on dpreview (cameratrackworld!) and they weren’t a patch on Peak Imaging when compared side by side.
Have you made the images yet? If not then if possible capture/output lossless format ie RAW and/or TIF if you want high image/print quality
dscl are very good and in Manchester (I'm a pro photog FWIW). I really like their lustre finish prints.

What are you looking to print on? What size are the original files? Are they going to be blown up to A4?
