So - I've got a new PC with 256GB SSD and 1TB HDD
What's the best way to utilise storage?
It seems everything saves to the SSD currently - do I just keep it this way and move stuff to the HDD when I don't want to access it so much, using it like an external back-up drive?

Yeah that would work, and/or you could keep larger files like music, films etc that don't need high performance.
Re. backups, if you've got anything important stored on there you should consider using off-site backup, like iDrive (not apple related).
In theory at least, if you move folders like say "Documents" to another drive, Windows is smart enough to track the folder's movement. So you can change this default behaviour fairly easily.
As for "best," what's best for me may not be best for you. If you're not likely to fill a 256GB drive then you might as well leave everything where it is. You could then copy (not move) stuff to the HDD for a form of backup, though consider that this won't help you if you lose the PC somehow.
If on the other hand you're going to have storing loads of photos or music you could shift them to the bigger drive. I have a similar setup and my D:\ drive houses my Steam library.
Are they two separate drives? Or an all in one hybrid drive thing? I don't know what Windows does these days, but on my MacBook when I had two drives, I set the spinning drive to spin down when not in use and actually only mount if needed (via a keyboard shortcut) in order to run on the SSD 95% of the time and save battery. Everything I used daily was on the SSD, but larger files that I only needed occasionally (films, GoPro files etc) went on the spinning drive. It worked for me.
Personally, I wouldn't put 'My Documents' on the spinning drive with that setup since it's annoying to wait for that to spin up every time you want to open a file.
If you don't really care about maximising battery life then the options are slightly different.
EDIT: Actually I assumed it was a laptop. You didn't actually say that.

My parents’ PC was like that. I just redirected the photos folder (by far the biggest user of space) to the slower bigger drive.
