As above.
Last time I upgraded none of my music made it onto my new phone. I didn’t connect to iTunes to set the phone up so I assume that’s why, even though all my apps did. I no longer have the PC that iTunes was on, am I bolloxed?

I use CopyTrans (free) to manage music my iPod. https://www.copytrans.net/copytransmanager/
So not only iTunes, but your post seems to be a different question from the title.
Are you saying you've lost all the music files and are hoping they're backed up to the Apple icloud?
If so, iTunes is the only way.
