Is this dodgy laquer easily diy fixable? Like wet & dry and a rattle can? The paint itself is fine.

Looks like the laquer is lifting from the base colour. I'd just get some pro to do it properly (mobile chips-type?) as the car looks like it's pretty new (Astra?), would hurt value if you bodged it.
Possible someone's given it a love-tap in the car park?
