I think usual rules apply as to whether it counts as bike or motorbike (eg.limited to 15mph etc)

Wrong question.

Is it IL-legal? If not, do it. I know it seems a small difference, but laws should be few telling us what can't be done, not many and telling us what can.

Wouldnt the cable get tangled round the trees, and you would have to go back the same way as you came

As above. There 2 types of elctric cycle . (basically) .
1 is realy a normal bike with a motor and they are supposed to go 15mph max. The other type is mor like an electric motorcycle. these are powerful and are regarded as motor vehicles and thus not to be used on FC land just like a motorbike.
I have alwsy thought that a hybrid of those electric bikes and a down hill bike could be fun. Pedal assist up and go like hell down.
