Does anyone know how Uber, Amazon and Deliveroo and other companies that class their staff as self employed are not falling foul of the IR35 legislation?

Its in the news again today ([url= http://www.theregister.co.uk/2017/05/02/gig_economy_companies_freeriding_on_the_welfare_state_say_mps/ ]or at least the Reg[/url]) and I can't understand why its not covered by existing legislation.

I know that Deliveroo at least are going to a lot of effort to avoid calling couriers [url= https://www.theguardian.com/business/2017/apr/05/deliveroo-couriers-employees-managers ]employees[/url] but surly that's not sufficient to avoid being a disguised employee

If they are truly self employed*, who is the intermediary?

*edit: by which I mean "Sole Trader"

IR35 doesn't apply to sole traders, but to limited companies.
