I found one today. No way of knowing who it belongs to without getting through the PIN protection.
Any idea how I get into it? Or does it remain an expensive paperweight?

i think if you plug it into a computer with itunes you may be able to wipe it and start again?
If you want to do the decent thing - the apple store may be able to do something to locate the owner

Did you find it in someone's pocket?
Theoretically, if it was bought directly from Apple the chances of them finding the owner are quite high. (Or, doesn't syncing it with iTunes spit out their email address?)
If you decide to burn in the fires of hell instead, googling "ipod touch factory reset" returns plenty of information.
