My email settings must have an issue as I can receive but not send emails.
The outgoing mail just sits there in the outbox for an age. And then fails.
Any clues as to what I need to do to fix please?

Depends on how your mail server is setup.
Is it exchange or POP/SMTP?
If it has been working in the past and recently stopped without you changing a password or similar it could be the email servers down for work over the bank holiday.

SMTP by the looks of it.
It stopped working 3 or 4 weeks ago

The smtp server will probably need some kind of username/password, you'll need to check with whoever is giving you the email service.
