Or it might just be done for effect on the film...everywhere seems to be deserted so not looking like the police presence is needing to keep the crowds away.

Just watched the video, judging by just how flat that car was staying whilst airborne, all those flanges, as well as the active wing, were definitely doing their stuff
Did you miss the massive nose dive on the bridge then the small nose dive over the helicopter? iirc he's said that he has no idea if the aero stuff actaully does anything useful.
The BJ Baldwin stuff is still more fun imo just due to what Trophy Trucks can do, only a little annoying that certain bits are very much for a target audience

Also the nose dive after the water bit...very few of the jumps seemed to not land nose heavy.

Apart from the bit at 8:30 where the police motos are part of the act, rather than holding the braying unwashed in check; there's not a copper to be seen.
Perhaps the Met are a bit more subtle than Ft Lauderdale troopers.
