Don't leave a bottle of water in the sun on your windowsill, it can burn your house down when it concentrates the sun's rays. Seriously. It happened to friends of ours and nearly happened to my sister:

So the real issue here is the fire risk of the bottle left in the car. The fire brigade should have been tipped off rather than the police.

On a serious note...
I actually came across an accident that involved a a mum and small child(unhurt but still)...and when I maneuvered to turn round I had to pass the car that had come the corner too fast..stank of boose..it was only 5:30pm..I dont know exactly how bad it was but he was in a serious way and both cars were right offs..

So to actually note the dangers here...why should it affect innocent people like children(spent 3 hours looking after her and she was pretty shaken.. ) you could joke but what if it was vodka or clear spirit..

Drink driving no joke ...and it kills..
