Seems to be a random switching between the two. Very annoying.
I have the usual French lady whose efforts in Germany and Poland have me thinking "Où ça ?". I'll have to visit the UK to find out how she does with Leicester, Machynlleth, Leominster... .

Given Google's corporate standpoint on gender/sex/reassignment etc they probably don't assign a gender pronoun to the clearly male and female voices.

They do it by a range of colours in Google Home, I only have UK voice options and I think one is yellow and the other is red.

Well she’s back this morning!
Although somewhat slightly confused, maybe she thinks she’s still abroad, most of the time she was working in miles, with the occasional kilometres to keep me on my toes.
I changed my phone to US English and it did seem to change the voice, but I set it straight back to UK.
The TomTom female voice on my phone has a very soft, beguiling Irish accent, although I had to change the imperial setting to miles and yards from miles and feet, for some bizarre reason.
Lovely accent, though.

There does seem to be a different tone when it needs to speak fast.
Last year for a couple of weeks it had a great passive aggressive approach when rerouting. Went "okay" in a lovely "you bleeping idiot" tone but sadly that didnt last.
