My partner wants to buy a bike through the Green Commute Initiative cycle to work scheme, since it's better for her (no fee at the end), the bike shop (lower admin fees), and the taxpayer (who doesn't end up funding some private equity fund through tax breaks).
The problem is convincing her employer (local NHS trust) to use GCI rather than Cycle scheme. A couple of bike shops have told us that you have a right to use whatever scheme you like - is that true? Sauce?

Red. I don’t think your employer is forced to accept any scheme. They dictate it.
Imagine the ball ache for them if every employee took on a different scheme and differnt limits. Payroll would be working full time on administering all the different schemes.
@anagallis_arvensis GCI is one of the better ones but sadly most employers appear to default to C2W. Here’s a link to try and convince your employer to sign up to GCI which is free (as above):

I have purchased two bikes via GCI, works very well and recommend.
As others have said, lower fees than C2W.
I can't help on scheme choice, our scheme was set up by a cyclist, not HR so he looked at the options and selected GCI.
I tried to get my former employer to change to GCI.
They weren't interested in the slightest, mostly cos they'd contracted out all the employee benefits stuff to a third party who naturally took their own commission on everything.
However everything I saw about it suggested it was a better scheme than C2W for everyone. But C2W has become the default.

You would think they would just want to do something to help a number of employees wouldn't you. Especially given the shortage of teachers and the appalling retention, but obviously it's too much effort

Yeah, I guess this is the thing. It's just frustrating that a scheme set up to help more people buy and use bikes ends up funneling public (and users') money to foreign investors.
Let's not even get started on the disproportionate advantages for higher rate taxpayers.
Could be worse, your cycle scheme could be Evans.
