My parents lived in Uganda years ago - don't think this stuff was going on then, but Idi Amin was in charge so things weren't much better.
My dad once refused to attend a lunch with Idi Amin and went to play golf instead (but on the course next to the school where the lunch was being held). Amazingly, he lived to tell the tale.
