Last weekend was working fine? After an hour of fiddling and not throwing it against the wall still can't connect phone to go pro hero 4.
Is this common? What should I be doing? I have reset wifi, turned off turned on, taken battery out. Any ideas?
Update the firmware on the camera, check app for updates.

Put phone in airplane mode with wifi on if it then connects it's the phone, happens with my iPhone 5 and gopro 3+ black
You're not still connected to your home wifi on your phone are you?
Not that I was when I was first trying to set up my new 4 Silver 😳
You need to manually search for WiFi connection on your phone, as above it won't override your home WiFi if trying to connect from the app.
