They should issue it over the counter, unless you are late in which case you may have to go to the local DVLA office.

Semi related question, how long does it normally take for the insurance company (most likely Admiral) to post out the insurance certificate once you have started the policy?
And if its longer than 3-4 days, how do you go about getting a covernote. Read you get it through an insurance broker- how does that work if youve got insurance directly through the company?
And lastly, can you normally take out insurance before (ie 1 or 2 days) before you actually buy/own the vehicle?

cover note via fax or email and print it off.
a car can only be insured by 1 person/company etc. you can ask for cover to start in a few days but pay for it now.
