My niece needs to make a collage using some holiday snaps, can anyone suggest some free software please?

I've got Shape Collage on this PC - downloaded but can't remember if it was free or not. Nice ability to bring in custom monochrome silhouettes which it will fill with as many or as few images as you like that you have the ability to rotate to customizable angles and then manually manipulate afterwards. You can also use text as the silhouette and create messages out of lots of tiny images which is fun.
