Checking some equipment in my house with a plug in power meter and discovered that my microwave that is on 24/7 as it has a clock, has a power factor that is appallingly bad. 0.06! If I measure KW then the meter says about 0.3W. However when I switch to VA it says about 75W. This seems a lot to just be left on.

So the question is am I being billed for 0.3W or 75W VA?

I think you're billed for the .3W and everyone shares the cost of the overall bad power factor

Yep billed for kWh.
Large commercial sites can face penalties if their power factors drop below 0.9.
That power factor reading sounds wrong though.

Equation.

Means that your 0.3W does come out at around 75VA assuming 0.9 power factor.(not KVA)
