Are you talking about electric underfloor heating?
Not really my field but the general principles of underfloor still apply.
Cork is used as insulation so I would be concerned about heat transfer, also maximum surface temperature as it is flammable. I would want a floor sensor in as a minimum having seen scorched floors with electric mats before.

Not concerned about retro being that my furniture is mostly MCM pieces 😉
Heat wise yes, anything but tile should be limited to 27c and whatever system I use will have the ability to limit max floor temp. I'm certainly not going to get the same result as the bathroom as the sole heat source but I'd like at least some heat to the floor.
My thoughts were the same as yours bear as far as it being a insulator but my understanding now is that the cork (backing/underpayment/surface) of either flooring type will slow the warming time, not prevent its end result. The internet and claims from floor heating companies and floor manufacturers being what they are, i was hoping for real world experience to dismiss my concerns that match yours.
