Wondering if the combined STW expertise could help me.

The frame I'm selling on ebay has just been brought. However the winning bidder has just contacted me to say that it was a fraudulant bid.

How do I go about re-listing without having to pay anything?

Sounds like he changed his mind. If it is a 'fake' bid, he needs to report it to ebay

Either way he's not going to confirm payment so I need to relist. How do I go about doing that without having to pay for it.

Either he reports to e-bay that his account has been hacked or you report him as a non-paying bidder. I think that's the only way of being able to relist without incurring fees
