It's because it's a hyperlink, as to why some people have them to their profiles and others don't, no clue.
I wonder whether its a throwback to a previous incarnation of the site (depending on when people first registered)
When I registered, for instance, you couldn't (or I couldn't) get upper case characters in your user name - even if I do use capitals when I login it still displays in lowercase. So maybe theres some throw back in some user accounts thats preventing a link from their name
There was also a version where clicking on a user name would take you directly to whatever website they'd chosen in their profile.
