I have a chock that's made if some kind of plastic/nylon (140x25x15mm) that I need to reduce from 15mm thick to 8mm thick.
Its quite hard but not as stiff as perspex. I really need to do this accurately.... whats the best method to use?

take it to an engineering firm and ask them to stick it on a mill for you.

What Del said. If it needs to be even remotely accurate (and not look like a dogs dinner) get a local engineering firm to mill it down. Take some biscuits or cake with you.
