We have someone at our work that the only way to get a response is by adding someone to the CC list. Normally it takes several days to get anything out of him and 'usually' it's once your boss, his boss, his bosses boss and the VP are cc'd that he actually bothers. But why should we put up with his shit when you've done everything you possibly can....
