If someone was working overseas, paying income tax in the country where they work and only in the UK 10 weeks a year to see family, are they off the UK tax radar?

should be OK as long as you don't break the 90 day rule.

Your work overseas needs to be full-time, and to include a full tax year.
You should then be non resident, but your UK income and capital gains will still be chargeable.

You can call and ask HMRC, they're very friendly when you approach them...

...which is fair enough because tax law is very complicated and so are people's working and financial arrangements.
