I've seen it on here a few times usually on contentious threads. Someone says something that is both contentious, offensive and stupid and the giff is posted in response.
It's a guy at a table making facial expressions and hand gestures that show he doesn't even know where to start explaining the stupidity of the post and so just gives us, realising the futility.
Ironically, almost certainly, responding to this post with that gif would be entirely appropriate!
