Firstly the letter has come through the post but has taken 3 months to do so. He is adamant that he didn't run over (knowing him he's right).
Going to appeal but he no longer has the ticket. There is no evidence that's clearly visible on the pictures sent. They have provided no time date and the PCN has taken 3 months to arrive. (yes i've said this twice).
Pictures are from a cctv camera yet its a pay and display. They have provided no image of the ticket inside the car.
Opinions please oh hive mind of truth and learning.
Does sound like a bit of a try on. He should take car as car parks can use entry/exit cameras to log time so they would not need to see/film his ticket
Parking Charge Notice? (Private land, the notice is an invoice for breach of contract. Not enforceable by law)

Its a private company (dental hospital)
If they can't provide adequate evidence, state that and don't pay.
Just occurred to me if its pay and display why are they using the cctv and how do they know how long he paid for. They have no image of the paid ticket in his car.
These people really wind me up
did they have to input their registration at the pay and display machine ?
If yes, then that's how they link the CCTV to the vehicle

If so it now takes a nice photo of your car via the cctv . You pay at the machine on the way out it shows you your car before you pay
