I saw these vintage posters in a Berwick museum recently. I'm not sure what "balls to all parts" means though.

Ball bearings all round (hubs, bottom bracket etc) rather than plain bearings. Which presumably was a thing, back in those days!

Not sure I would have mentioned to the police my bike had no brakes when reporting it as stolen!
(Yes, I realise this probably pre-dates that legislation)
