probably a daft question, but i'm thinking of getting another of my frames powdercoated and i quite fancy a matt finish.
would vinyl decals stick to this without being kept in place with a clear topcoat, or will i have to clear coat over the top?

They will stick fine. The clear coat will protect from scratches and jet washing.
