as per the title are SRAM or Shimano planning to make 9sp versions of the clutch mechs? I'd like to upgrade to the silence without having to spend £200+ on a whole new drivetrain but can't see either being enlightened enough to offer this option.

I would highly doubt it. 9spd isn't likely to see any further developments.
