Will a 23mm rim hold a skinny road tyre?

Looking at a 29er wheelset for my crosser: FSA XC290.
The rim is 23mm and I want to occasionally fit 23c x 700 road tyres.

Will they hook up?

I've a set of those - 28s fit well
not tried smaller

I've used 25c tyres on a rim of similar width
